Kenneth Payne, Jr., AIA, LEED AP BD+C, Vice President of Quality Control, Risk Management, and Training at Moseley Architects was awarded the “Jack A. Proctor Meritorious Service Award for Registered Design Professionals” at the 2015 Virginia Building and Code Officials Association Annual School and Conference held in Virginia Beach this past September.

The award is given in recognition of endless dedication to building safety, code development, and code education; for strong support of the VUSBC and Virginia Rehabilitation Code; for substantial improvement of code function and usability; to benefit VBCOA, Virginia DHCD, the architectural, engineering, construction, and regulation industries, and all citizens of Virginia;  for serving as an industry representative, partner, and ambassador to AIA Virginia and the architectural community; and for being an author, advocate, and instructor of numerous successful state code proposals. Given in respect of his notable ability to facilitate productive consensus, develop collaborative relationships, and exemplify outstanding leadership.

In his nomination letter, Ronald Clements, Jr., Assistant Building Official with Chesterfield County Department of Building Inspection noted, “Kenney is an excellent representative of the architectural community and has worked hard to build coalitions and consensus between the various industry groups involved in building construction and regulation. I can say with confidence that the codes are better today and Virginians are safer due to Kenney’s work.”

Payne commented, “I have been truly grateful to AIA Virginia for all of their support and confidence in me representing you and all other architects in this great Commonwealth in the code development process over these past 15 years. It has given me an opportunity to work with so many great people along the way (building code officials, fire officials, plan reviewers, industry and community leaders) – as well as have a say in helping make Virginia’s code perhaps just a little better.  I have enjoyed every year and always look forward to the next opportunity.”
